Position Purpose

The purpose of this position is to oversee the operational functions of the Bureau and ensure the four reporting areas work cohesively and effectively to support the organization’s decision-making processes through the delivery of high-quality data-driven products and services, enabling efficient operations and enhanced public safety outcomes.

Major Duties & Responsibilities

Collaborate with the Director to support the strategy and objectives of the Bureau.

Ensure the execution of Bureau’s activities align with the departments goals and support the organization’s Business Plan.

Oversee the allocation and optimization of resources, including personnel, technology, and budget, to support the Bureau’s functions.

Ensure effective performance of the four areas within the Bureau.

Plan and schedule mandatory technology upgrades, with a focus on maintaining and improving operational dashboards, maps, and applications critical for real-time decision-making.

Drive innovation by continually enhancing existing applications and introducing new technologies, including Data Science and Machine Learning tools.

Coach, mentor, and support the professional development of Bureau staff to enhance their skills, performance, and the overall performance of the teams.

Define roles and responsibilities within the Bureau, ensuring alignment with evolving organizational needs and objectives.

Coordinate cross-organizational projects, ensuring the successful integration of BI applications, GIS, and data science tools into daily operations across the organization.

Facilitate collaboration to maximize the value of data-driven insights within various operational processes.

Oversee the management of critical data streams, including operational data, member-related data, financial data, external data integration and community-facing data.

Ensure user access management and data protection, maintaining appropriate access controls for members across various roles.

Ensure adherence to data governance principles, including data capture, presentation, and maintenance.

Collaborate with data stewards to ensure high data quality and consistency across the organization.

Oversee the implementation of quality assurance processes for BI applications to ensure accuracy and reliability.

Oversee the development of insightful dashboards and reports that effectively communicate key data findings to support decision-making.

Lead the creation of data models, algorithms, and analytical products that extract actionable insights.

Ensure that BI applications are integrated into training and education programs within the organization, working closely with the Training and Education Bureau to facilitate effective learning across relevant internal courses.

Responsible for providing supervision, advice, guidance and training as a subject expert and advisor regarding the quality, resources and timelines of a project.

Financial responsibility for managing resources, including people, budgets and capital plans, researching and providing recommendations for financial decisions and plans.

Education, Licensing & Certifications

Successful completion of a four (4) year bachelor’s degree in Computer Science, Data Science, Social Sciences, Political Science, Business Administration, or a related field, or equivalent training and work experience.

Experience

Minimum of five (5) years of previous experience in Business Intelligence and Data Analytics, including at least three (3) years of experience in leadership demonstrating a proven track record in managing and delivering complex projects.

Skills

Project Management Professional (PMP) certification, demonstrating expertise in managing and executing projects across various phases preferred.
Ability to collaborate effectively with cross-functional teams and stakeholders, fostering cooperation and aligning efforts toward common objectives.
Strong ability to adapt to changing data environments and emerging technologies, ensuring the Bureau remains agile and competitive.
Expertise in managing multiple projects and competing priorities across several teams, ensuring efficient allocation of resources and timely delivery of outcomes.
Excellent verbal and written communication skills, with the ability to present complex data findings and insights clearly and concisely to stakeholders at all levels.
Experience managing complex projects, from initiation through execution, ensuring alignment with organizational goals, timelines, and budgets.
Proven ability to lead and motivate diverse teams, including technical professionals and sworn staff, while fostering a culture of collaboration, innovation, and high performance.
Understanding of Business Intelligence, GIS, Data Engineering, and Data Science trends, both within and outside of law enforcement, to ensure best practices and innovative solutions.
Knowledge of privacy and compliance regulations related to Business Intelligence, GIS, Data Science, AI, and Machine Learning, especially as they apply to law enforcement operations and data handling.
Ability to align data insights and analytical products with the organization’s goals, ensuring that BI and Data Analytics initiatives drive value and support decision-making.
Strong skills in recruitment and staffing, including the ability to assess the needs of the Bureau, attract top talent, and effectively manage the recruitment process. Expertise in onboarding, coaching, and retaining high-performing team members, while ensuring diversity and skills alignment.
