Position Purpose

The Senior Director, Financial Services is responsible for the achievement, overall management and direction of finance and administration for York Regional Police. This includes overseeing all procurement activities such as setting strategic direction, developing key vendor partnerships, conducting comprehensive planning, and negotiating complex contracts and managing Financial Support functions, including accounting, paid duty, and alarm administration, ensuring the fair allocation of paid-duty opportunities and the effective de-escalation of client concerns.

Major Duties & Responsibilities

Prepare budget requests that adopt and advance industry-leading policing practices that align with changing needs, standards and legislation.

Coordinate financial viability of programs, services and long-range plans to develop alternative ways in which financial requirements may be satisfied using financial sustainability assessments and by optimizing the balance between cost, risk and performance.

Oversee business planning including the overall development of operating and capital budgets, long range planning, debenture planning and development charge standards.

Advise on the development of asset management plans, staffing and other long-term strategic plans, including the Multi-Year Business Plan as a member of the senior management group. Assess the alignment of long-term plans with York Region policy and practices including the Regional Fiscal Strategy.

Provides leadership through the Senior Manager, Procurement in the management of tenders, requests for proposals, legal reviews of contracts and vendor relations. Approves large value procurement documentation and purchase orders to vendors concerning financial obligations, such as procurement contracts for products or services and other actions requiring commitments of financial resources.

Provides leadership through the Senior Manager, Financial Support to the Alarms and Paid Duty Unit in the management of paid duties from request to fulfillment and alarms administration. Provides direction regarding control mechanisms for the fair allocation of paid duties to Officers.

Support for the organization’s goals for a people first workplace culture and continuous improvement in Human Resources management. Manages staff in the assigned areas, including the direct input into the hiring, assignment of work, determination of training and development needs, coaching and mentoring of staff, conducting performance reviews and determining or recommending disciplinary action up to and including dismissal in accordance with collective agreements, policies and practices.

Represent Financial Services and York Regional Police on committees and events. Presents and speaks on issues of the day with local elected officials, Board members, members, senior staff and Executives of both York Regional Police and York Region, Members of Parliament and Members of Provincial Parliament, as directed.

Prepares procurement and financial status reports for the Police Services Board that are timely, accurate and relevant including the status of capital projects, reserves and tracking of expenses to budget.

Supports and leads innovation. Creates increased value through systematic and integrated thinking across business lines, suppliers and programs and services. Linking internal functions including development, planning, procurement, delivery and support to strategic initiatives.

Responsible for providing financial knowledge and expertise in ensuring budget and accounting control and integrity.

Responsible for direct and indirect supervision of a large and diverse work group.

In consultation with the Chief Financial Officer and with support of Senior Manager, Financial Planning & Analysis, present the annual operating and capital budget and procurement and financial status reports that include the status of capital projects, reserves and tracking of expenses to budget.

Provides direction regarding the control and disposal of surplus and obsolete equipment.

Education, Licensing & Certifications

Four (4) Year University Degree in Business or Commerce with a Chartered Professional Designation or Masters of Public Administration, or equivalent.

Experience

Ten (10) Years of relevant experience in municipal finance, as least five (5) of which have been at a managerial level or above. Preferred responsibilities within a large, complex organization and prior experience with labour unions.

Skills

Understanding/knowledge of police services operations environment and rank structure.

Logical and strategic decision-making skills are required to address financial implications, contract negotiations and assessment of programs and services having a significant impact to the financial sustainability of the organization.

Solid financial management, planning and forecasting skills and effective problem solving skills.

Computer literacy in a Windows environment utilizing Microsoft Office applications and Enterprise Resources Planning systems.

Strong verbal and written communication skills. Ability to deal effectively within the political environment and manage conflicting priorities.

Ability to maintain confidentiality, exercise judgement and tact in dealing with confidential information and responding to sensitive enquiries which have a high impact.

Problem solving abilities in order to respond to budget requests that have changing needs which may impact levels of service and requires an assessment using a variety of inputs.
